REVISITING RELEASE OF N200M CONSTITUENCY FUNDS FOR UGHELLI SOUTH LG: MATTERS ARISING, MR PhD

We acknowledged the observation by a serving Delta State Officeholder who pointed to the error of figures we referred to on our reflecting on the petty release of N200Million by Ughelli South LG Chairman, Lucky Avweromre to Councillors in the name of Constituency Projects.

According to Hon. Rueben Rume Yakubu Izeze,a serving Delta state Commissioner, Ughelli South LG has 20 Councillors representing 20 DSIEC Wards as opposed to INEC's 11 Wards we referred to.

As he puts its, "20 DSIEC WARDS,20 COUNCILLORS. One blunder that renders you (sic) beautiful analysis suspicious and ignorance-based.
Minguo sir."

We can''t fathom his context of "suspicious", but regardless of his sounding sarcastic in her observation, we have absolutely no serious issue to join with this officeholder of Ughelli South extraction as his objective observation detracted nothing from the substance of the concern over Mr PhD's lousy chairmanship of the LG.

As a former lawmaker representing Ughelli South Constituency in Delta Assembly, this observant respondent couldn't fault an anger over Lucky Avweromre's self glorifying release of N200Million to Councillors in the LG without due process. That was the officeholder's context of "beautiful appraisal" in his appraisal. He knew we said the truth, the whole truth and nothing but the truth about Avweromre.

It's a big shame that for a public office that requires basic secondary school certificate to occupy, a conceited P.hD holder is turning out to be the lousiest Ughelli South LG chairman ever in the history of that office.

You released N200Million to 20 Councillors in October 2025 to spend as they please in the name of funds for constituency projects. Who told Mr PhD of Ughelli South LG that Constituency funds are paid to Councilors private vaults. 

And you engage your praise singers to celebrate you on social media. Like you won the best LG chairman of the year, for messing up yourself. 'Chufiaaa'! 

To correct the wrong data we earlier posted, N200M to 20 Wards Councillors means an average N10M per Councillor, though it is n't shared evenly.

Then you said, "Each councillor is expected to identify pressing needs within their constituencies and embark on projects that will have direct and sustainable impact on the people"

By which federal, state or LG law did he make such childish pronouncement? We maintain that It's the height of negligence for an LG Chairman to release Constituency Projects funds without allocated projects already signed in the budget and expect Councillors to collect money before determining projects that suit their private pockets.

Moreso, in strict implementation of Constituency projects, money is not paid to Legislator. They're not even charged with picking even contractors. The execution is a function of the Executive. Here, you've paid money into Councillors's hands.

For us, the shambolic leadership Ughelli South LG under Avweromre has been displaying is not true reflection of mediocrity. Otherwise how would a PhD holder be making unguarded declarations and undermining due process without realizing it? We think it is deliberate display of impunity. 

However, we can understand why Mr Peter Ighofivwioni doesn't share our suspicion about the lousy Ughelli South LG Chairman. In reaction to our earlier opinion, Ighofivwioni noted, "Your yabis on "Mr Phd" is hilarious; yet, it explains the brand of selective democracy practiced in Nigeria. Many PhD holders today are products of plagiarism."

Whether it is a reflection of mediocrity or deliberate failure, Mr PhD should continue to delight in his impunity of puerile LG leadership. 

A day of reckoning is coming and he won't believe it. Nemesis will catch up with he and his cronies.
